News: ECRL: 331 Local Contractors Shortlisted As Potential Tenderers

Malaysia Rail Link Sdn Bhd (MRL) revealed that 331 local contractors have been shortlisted as potential tenderers for the for the civil works packages of the East Coast Rail Link (ERCL), reported The Sun Daily.

Calls for tenders to local contractors are expected to start in the fourth quarter of 2019.

“All shortlisted companies are expected to be notified in writing before end-August 2019 by CCCC who is the engineering, procurement, construction and commissioning contractor for the 640km ECRL project,” said MRL.

According to MRL CEO Datuk Seri Darwis Abdul Razak, the tender packages that will be issued for the 40% civil works would cover the 223 km stretch from Dungun to Mentakab wherein the rail alignment has already been finalised.

“Completion of the ECRL by end of 2026 also hinges on the effective participation of local contractors in ECRL’s civil works which includes earthworks, foundation works, structural works, soil improvement works and road works,” he said.

The pre-qualification exercise was opened to CIDB registered companies graded G3 to G7 having at least a two-star SCORE rating.

Out of the 1,321 local construction companies that joined, only 331 were shortlisted.

From the shortlisted companies, 45 are CIDB G3 companies, 69 are CIDB G4 companies, 33 are CIDB G5 companies, 20 are CIDB G6 companies and 164 are CIDB G7 companies.

The companies where chosen based on financial capabilities, plant and equipment, technical personnel and track record.

CCCC and MRL signed a supplementary agreement on 12 April 2019, which led to the ECRL project’s revival. The new deal came with a reduction in construction cost from RM65.5 billion to RM44 billion, with local participation of civil works rising to 40% from 30%.

Contracts previously entered into by CCCC were put on hold due to the project’s suspension on 3 July 2018.

“Nevertheless, with the resumption of the ECRL project, CCCC will honour the respective contracts and enable the local companies concerned to resume work,” said MRL.
